VAS order with multiple items

Hi All,

I have a scenario wherein, I need to create VAS order containing 2 products, I made all required config such pack spec and VAS relevance maintenance but while creating ODO system creates separate VAS order for each item instead of one combine, Can someone please help me to achieve this.
